I was wondering lately at what point does temptation become sin in issues such as lust and hatred in the mind? With sin which is in action or speech I can understand how it is possible to be tempted to sin but to submit to God, resist the devil and not sin. Eg. If I was tempted to lie, I would have a thought about lieing, knowing that lieing is wrong I would then submit to God and do His will which would be to speak the truth.
James 1:12-15 KJV
12Blessed is the man that endureth temptation: for when he is tried, he shall receive the crown of life, which the Lord hath promised to them that love him.
13Let no man say when he is tempted, I am tempted of God: for God cannot be tempted with evil, neither tempteth he any man:
14But every man is tempted, when he is drawn away of his own lust, and enticed.
15Then when lust hath conceived, it bringeth forth sin: and sin, when it is finished, bringeth forth death.
How are you tempted to lust/hate without sinning? Maybe I have misunderstood what lust and hatred are. Maybe those thoughts aren't sinful unless you stop resisting them, choosing to dwell on them. To lust or hate must it be a willful action(decision) or can you unwillfully lust or hate? Eg. May I be tempted to lust by a thought coming into my head but immediately knowing it is wrong I resist it and pray to God to deliver me from the enemy. Would this be sin because of the thought coming into my mind?

20And he said, That which cometh out of the man, that defileth the man.
21For from within, out of the heart of men, proceed evil thoughts, adulteries, fornications, murders,
22Thefts, covetousness, wickedness, deceit, lasciviousness, an evil eye, blasphemy, pride, foolishness:
23All these evil things come from within, and defile the man.

Acts 8:18-23 KJV
18And when Simon saw that through laying on of the apostles' hands the Holy Ghost was given, he offered them money,
19Saying, Give me also this power, that on whomsoever I lay hands, he may receive the Holy Ghost.
20But Peter said unto him, Thy money perish with thee, because thou hast thought that the gift of God may be purchased with money.
21Thou hast neither part nor lot in this matter: for thy heart is not right in the sight of God.
22Repent therefore of this thy wickedness, and pray God, if perhaps the thought of thine heart may be forgiven thee.
23For I perceive that thou art in the gall of bitterness, and in the bond of iniquity.
I guess pride could be included in this question as well. So basically does sin have to be a willful choice or is it possible to sin when you don't want to? (If that makes any sense)
