Have you ever run into problems with the police in Raleigh? I have a lawsuit against the city for shutting down an outreach because we didn't have a permit to be on the public sidewalk.
Since that event, the city changed its ordinance to require groups of ten or more to obtain a permit.
Last Saturday our group was on the street with about 60 people and the police tried to get us to sign for permit. It was refused and eventually the police backed down.

I have read about Officer Howard Noyse on your site before. There has to be a lot of liability involved for him and planned parenthood, as well as the police department. It makes me curious. Where has he received his training from? Did he receive any training from planned parenthood's security professionals? Did this training cover the topics of pro-choice/Christian activists? Who supervises him and what are their instructions, policies? I think the best thing to do is to hire a private investigator to fully look into who he is and why he behaves like he does. Then go back after the PD. It appears as though someone other than law enforcement is calling the shots. I will pray for you and for a righteous outcome. ADF is working on a lawsuit against the RPD. It should be filed shortly. BTW, The open air outreach in Richmond on Friday evening went very well. We had about 25 believers with us and about four preachers. All praise and glory to the Father for ministering to several hearts in a mighty way.

I appreciate the conversation on your site. Here is a prayer request for my brothers to lift up.
We have a law suit against the Richmond Police Department for repeated abuses (citations and arrests) while ministering on the street. Please pray for victory and that truth will prevail. We are not backing down and wouldn't think of it. I would like to see the police reined in a bit.
Today and yesterday I was approached by police officers and told to lower my voice. That's not going to happen. "Cry aloud, spare not, lift up your voice like a trumpet." Isaiah didn't mean to lift up your voice like a kazoo.
One of the officers who threatened me yesterday is Howard Noyse. He works for a local abortion clinic and hates those who speak out on behalf of the murdered children.
Friday night we will be on the street open air preaching on the south side of Richmond. Keep us in your prayers.
May the Lamb who was slain receive the reward of his sufferings.

In July of 2004, LLM's Truth Truck was pulled over by a Connecticut State Police Officer. This out-of-control Officer demanded that I immediately remove the pro-life messages that were displayed on the truck. He then proceeded to arrest my passenger, Michael Marcavage, charging him with two fabricated crimes. Then I was instructed to leave the State immediately or risk arrest myself. Today we received word that the prosecutor was no longer persuing the case against Michael and entered a nolle prosequi. Nolle Prosequi defined: Latin for "we shall no longer prosecute." At trial, this is an entry made on the record by a prosecutor in a criminal case stating that he will no longer pursue the matter. An entry of nolle prosequi may be made at any time after charges are brought and before a verdict is returned or a plea entered. Essentially, it is an admission on the part of the prosecution that some aspect of its case against the defendant has fallen apart. On Saturday, Nov. 5, A group of believers was thrown off of the Clemson University campus. It was the last stop during a ministry tour in South Carolina. My two oldest sons were along for the week. Permission had been granted to come onto the campus and a permit fee had been paid by the leader of the ministry team. Even though the team had jumped through the hoops and obtained the permit, the Campus police showed up and began to push around my son, Caleb, who was filming the interaction. One Sgt. shoved, blocked and intentionally stepped on the feet of 16 yr old Caleb. As the team was being forced to leave. Caleb was filming their departure. The Sgt. came at him from the side and grabbed his camera. He stole his film and gave the camera back. www.lifeandlibertyministries.com

The law firm of Shields & Hoppe, LLP has filed a lawsuit against the City of Philadelphia and others on behalf of the eleven members of Repent America, who were arrested as a result of their efforts to minister the life-changing Gospel of Jesus Christ at a homosexual event called "OutFest", which was held in the public streets of Philadelphia on October 10, 2004. The six men and five women were charged with three felonies, which included the "hate crime" of ethnic intimidation, along with conspiracy, incitement to riot, in addition to five misdemeanor charges. The Christians spent 21 hours in jail, faced up to 47 years in prison, and $90,000 in fines each.
"We believe this is the first case in the United States where someone was charged with a hate crime for ministering the Gospel in public," stated Ted Hoppe, attorney for the Philadelphia Eleven. "This case not only involves an effort to suppress the Christian viewpoint and to keep that viewpoint from being expressed in the public square, it also demonstrates a complete lack of regard by the City of Philadelphia for the basic right to free speech and free exercise of religion," Hoppe continued.
The criminal charges were ultimately dismissed after a hearing where a judge reviewed a videotape of the event and found that there was not one iota of evidence that Repent America had done anything wrong.
"Outfest" is an annual event held in Philadelphia. It is held within a fifteen block public area of the City and is funded, at least in part, with taxpayer funds totaling approximately $22,500, not including the logistic support such as police and clean up after the event. When Repent America arrived at the event, they were immediately surrounded by a militant mob of homosexuals called the "Pink Angels" so they could not move. The group held up large, pink styrofoam boards to block the group; they also blew whistles so that the Christians could not be heard.
At the preliminary hearing, Chief Inspector James Tiano, from the Philadelphia Police Department's Civil Affairs Unit, testified that police met with the "OutFest" organizers 3 or 4 times before the event and discussed, among other things, tactics to prevent Repent America from having access to the event. "Chief Inspector Tiano's comments seem to make it clear that the City conspired with the organizers of 'OutFest' to ensure that Repent America would not have access to the event to exercise their protected rights under both our state and federal Constitutions," Hoppe concluded.
"The City’s action at the Outfest event demonstrated a clear hostility toward Repent America and the content of their message," Hoppe stated. "Through this lawsuit, we hope to send a message to the City of Philadelphia, its police force, as well as Philly Pride Presents, that they do not have the right to interfere with Repent America's constitutionally protected rights to free speech and free exercise of religion simply because they do not agree with the content of their message," Hoppe concluded.

2005 Philadelphia Outfest Oct. 9, 2005 Update This years outreach at the Philadelphia Outfest went quite differently from last years event. We had a tremendous six-plus hours of ministry without interuption. The police worked with Repent America's Michael Marcavage to ensure that the outreach participants would be unmolested by some of the more hostile hearers. The preaching was powerful and thousands of the celebrants went home having heard the powerful message of salvation. Pray for those who stood around to hear the preaching, those who we had conversations with, and and those who were convicted by the large presence of Gospel messages on banners and in our literature. Lastly we ask for your prayers for our continued protection as we take the message of the Gospel to the streets and Campuses here in Philadelphia. We give thanks to the Father for his protection today. During the outreach at Outfest today, an enraged man went after a brother who was preaching. After shoving the preacher, the police intervened. It the ensuing scuffle, the man tried to gain possession of an Officer's hangun. The attempt was foiled when nearly a dozen Officers lept upon the man and hauled him off to jail. Richmond Police Department Continues To Trample On Christian's RightsSeptember 04, 2005 On Friday, September 2, A Christian was once again cited for exercising his First Amendment Rights on a public sidewalk in Richmond, Virginia. For years the Richmond Police Department has misused its authority and abused law abiding citizens whose only crime is that they take seriously the Scriptural command to share the Gospel in the public square. This most recent act of harassment was once again perpetrated by Officer Howard Noyse, Badge# 7630. After two useless "investigations" into their own department, the RPD has done absolutely nothing to rein in this abusive officer. Every time we are forced to return to court to face fabricated charges, we are vindicated. " What is it going to take to make the RPD enforce the law upon their own? This abuse of power and harrassment has become a regular occurance and the RPD has shown no desire to act on the behalf of those who are the victims of thier rogue cops." said Dennis Green, director of Life and Liberty Ministries. Each incident has involved RPD Officers who are on the payroll of abortion clinics located within the city. One must wonder if their is corruption at the higher levels of the RPD for this unbearable situation to go on year after year. Yesterday a baby was saved from death at Richmond Medical Center for Women. Mary Penner and three of my children joined me for street outreach and we are thankful that our Father used us to save a baby. We had been on the street for approximately an hour an a half when two young ladies approached the front door of the "clinic". I approached them and handed them some literature. They turned out to be sisters and one of them had an appointment to have her baby killed. They listened very intently as I shared with them and since they were originally from Mexico, they gladly accepted our Spanish literature packet. In the end, they drove off saying that they would head over to the Crisis Pregnancy Center instead. When Christians show up, babies are saved. www.lifeandlibertyministries.com

"Banishment" from a Public Library? August 20, 2005
I recently received a letter from a local Public Library that was not unexpected. Over the years I have sought to educate the public with regard to the murder of the preborn. Public libraries are a great place to disperse information.
In most Public Libraries you can find books with graphic nudity, perversion, introductions to the sodomite lifestyle and the like. The American Library Association will let most anything pass as "good literature" and they raise their voice against "censorship" if ever a "prudish" individual questions a selection in the collection of literature on their shelves.
The ALA opposes any restrictions on access to pornography in public libraries--even for children.
Here is the the letter I received. -------------------------------------------------------------------
Mr. Green:
On Friday, August 12th, a library staff member observed you inserting anti-abortion cards in several books in the Young Adult section of the Powhatan County Public Library. These cards have also been found throughout the Adult collection, the Front Display Case, the Meeting Room hallway and the Men's bathroom.
Library policy forbids soliciting, campaigning and petitioning in the Library and in and around Library entryways. Furthermore, materials placed in public display areas must be suitable for viewing by all ages. No materials may be distributed to the public without the Library Director's approval.
Failure to comply with library policies will result in banishment from the Powhatan County Public Library.

I must say that this is the first threat of banishment I have ever received. I wonder if I had brought pornography into the library, would I have received the same letter.
Let me explain.
Some time ago I approached the Library Director to ask why there were no internet filters on the computers that were available for public use. Many Public Libraries are notorious for making internet pornography accessable to their patrons.
I heard several of the same excuses that I had heard before at other Public Libraries.
"It's not a problem here" and "filters are too expensive".
I even offered to pay for the filtering software. Ultimately, the truth seems to be that many Public Libraries just simply don't want to place any limits on the internet pornography that can be accessed on their computer screens.
As I looked through this particular library, I saw books with photographs of graphic sex that had been approved by the Library Director.
I saw books in the Young Adult section that encouaged young girls to have their preborn babies killed and even provided contact information for abortion providers.
The items that are "suitable for viewing by all ages" in this library are clearly not items that would make it onto lists of most people.
So here I stand, with the threat of "banishment" hanging over my head. What are my options here?
1. I could just forget about the murdered preborn and the command to speak out on their behalf. I could simply hang out with the children at the Library looking at the porn in their books and on their computers. This would be acceptable to the ALA and I probably wouldn't receive any threatening letters.
or
2. I could just go on speaking out on behalf of my King wherever that may be. This may not be nearly as acceptable to those who stock the bookshelves but I think it is the better of the two choices.
I encourage you to stand against the flood of sin that seeks to overwhelm the young people in your community. You can make a difference for good. Though you may find yourself "banished", there will be a place prepared for you if you remain faithful to your King.
